The Texas Education Agency states:
For Place Value items, students will match a digit in a number with it’s place value, or match a number with it’s name written in words.  In Comparison items, students will identify a number that is greater than or less than a given number.  In Ordering items, students will identify the list of numbers that are in least to greatest order or greatest to least order, or will identify the order of labels associated with the numbers.

Lessons:
Day 1
Students will copy a place value chart on a piece of notebook paper and then on a piece of construction paper.  The place value chart will go from the hundred billions to the thousandths.  Each place value should be decorated.  Here is an example:  place value chart

Day 2
Students will continue working on their place value charts.

Day 3
Student will match a digit with it's place value.  Students will copy a place value chart.  Students will determine what a number such as 1.2 and 1.13 represents.  Students will use base ten blocks to explore decimals from the tenths to the hundredths to the thousandths.  Students will determine how many hundredths make up a tenth.
