I found this too - the same people raising their hand all the time. I don't let my students raise their hand. I call on them or use popsickle sticks with their name. If their hand is raised or if they answer out of turn, I don't call on them. If I'm using popsickle sticks, I take their name out for the rest of the learning time. It takes awhile to train them but it makes learning better for the whole class. My students also have post it not pad on their desk, if they have something they just have to say - I have them write it down and share it with me during an appropriate time. That way those students who HAVE to share can.
