Peters Colony Council For Social Studies

 

Article I Name and Purposes

Section 1

This Association shall be known as the Peters Colony Council for the Social Studies and is organized to serve the educators of the Lewisville, Coppell, Carrollton-Farmers Branch, and Lake Dallas area. The term "Social Studies" includes history, economics, geography, government, and the various related behavioral sciences.

 

Section 2

The purpose of the Council shall be:

A. To assume leadership in elementary, secondary and college levels

    1. In improving the teaching of the social studies.

    2. In promoting the professional growth of social studies teachers.

    3. In promoting research in the social studies.

B. To cooperate with Texas Council for the Social Studies and National Council for the Social Studies.

 

Section 3

Peters Colony Council for the Social Studies (PCCSS) shall affiliate with Texas Council for the Social Studies (TCSS) yearly and National Council for the Social Studies (NCSS) when eligible.

Article II
Membership and Dues

 

Section 1

Membership in this council shall be open to educators and all others interested in the; promotion of the social studies.

 

Section 2

Members shall be persons who have paid dues to this council. The annual dues shall tie set by the Executive Board. The membership year shall extend from September 1 to August 31.

 

Section 3

Members of PCCSS are encouraged to join TCSS and to pay state dues through the local council. Dues collected by the PCCSS treasurer for the TCSS will be submitted by September 30.

 

Section 4

Members of PCCSS are also encouraged to join NCSS. Those joining NCSS for the first time may pay NCSS dues through PCCSS and receive membership in PCCSS and TCSS as well as NCSS.

Article III Officers

 

Section 1

The officers of the Peters Colony Council shall be a President, a President-elect, a First Vice­president, a Second Vice-president, a Secretary, a Treasurer, a Representative to the TCSS Board of Directors and a Past President. The Officers shall be elected annually except the Representative to TCSS who shall hold office for 3 years.

 

Section 2

In the spring, the Executive Board shall appoint a nominating committee of three members. This Nominating Committee shall present a slate of officers at the next meeting. Additional nomination may be made from the floor. Elections shall be by ballot except when there is only one nominee for any office. A majority of those present shall elect.

 

Section 3

The officers shall be members of the Executive Board and shall assume their offices upon Installation.

 

Section 4

All vacancies in office shall be filled by the Executive Board.

 

Section 5

Officers must be members of TCSS and the President must also be a member of NCSS.

Article IV
Duties of Officers

 

Section 1

The President shall

A. Preside at all meetings of the Peters Colony Council and Executive Board.

B. Serve as ex-officio member of all committees except the Nominating Committee.

C. Appoint standing and special committees when necessary.

D. Plan meetings for the Council with the aid and advice of the Executive Board and

committees and prepare an agenda.

E. Call meetings of the Executive Board when necessary.

F. Represent the Council at meetings and conferences.

G. Approve bulletins and publications.

H. See that notices of meetings are sent.

            I. Be responsible, with the other officers, for sending affiliation papers to the Executive Secretary of
                 TCSS and Membership Director of NCSS by May 31 of each ;year.

Section 2

The President-Elect shall

A. Assume the duties of the President in the absence of the President. In case of a vacancy in the office of President, the President-elect shall succeed immediately to the presidency.

B. Be responsible for the installation program.

C. Be responsible, with the President, for keeping the Council affiliated with TCSS and NCSS.

 

Section 3

The First Vice-President shall

A. Chair the Membership Committee.

B. Maintain a list of names, addresses, telephone numbers, and school districts of the members.

C. Send the proper forms to the TCSS Director of Membership in a timely fashion.


Section 4

The Second Vice-President shall

A. Chair the Program Committee.

B. Plan programs for the council meetings.

C. Prepare meeting notices for upcoming meetings and send them to the membership.

 

Section 5

The Secretary shall

A. Keep accurate and permanent records including attendance of all regular meetings of the Council and the Executive Board.

B. Furnish a copy of the minutes of each meeting.

C. Handle correspondence of the Council as many be delegated by the President.

D. Keep the constitution, bylaws, and all other permanent records belonging to the Council that are not maintained by other officers.

 

Section 6

The Treasurer shall

A. Receive and pay out the monies belonging to the Council as authorized by the President.

B. Keep accurate records (written in ink, in a book owned by the council) of all monies received and paid out.

C. Present a financial report at each meeting of the Council and Executive Board.

D. Keep a file of receipts, bills, canceled checks, and bank statements for the previous five years.

E. The books shall be audited once a year by the Auditing Committee appointed by the President. The Treasurer and Treasurer-elect shall be present at the annual audit.

F. Reimburse members for expenses incurred for PCCSS business.

 

Section 7

The Representative to the TCSS Board of Directors shall

A. Attend the fall and spring TCSS meetings.

B. Send the Council report to the TCSS secretary as required.

C. Keep the Council abreast of issues relating to TCSS and social studies.

Section 8

The Past President shall

A. Purchase and present a gift to the outgoing President at the installation.

B. Be responsible, with the President for keeping PCCSS affiliated with TCSS and NCSS.

Article V
Council Meetings

 

Section 1

At least four meetings shall be held each year at a time and place designated by the Executive Board.

 

Section 2

Special meetings may be called by the Executive Board.

Article VI
Executive Board

 

Section 1

There shall be an Executive Board made up of the current officers and advisors.

 

Section 2

The Executive Board shall function as a policy making body and attend such routine business of the Council as to fix the date and place of meetings, to approve programs for meetings, to direct the work of committees, to attend to the publication of bulletins, and to perform such other duties as may be necessary and proper.

 

Section 3

Meetings of the Executive Board shall be called by the President or called by a majority vote of the Executive Board.

Article VII
Standing Committees

 

Section 1

The Council shall have standing committees the President and Executive Board deem necessary to carry on the work of the Council. All committees shall be appointed by the President with the advice and consent of the Executive Board.

 

Section 2

Standing Committees shall be but are not limited to

A. Nominating Committee

Composed of three members, the Nominating Committee shall present a slate of officers for the consideration of the members at the spring meeting.

B. Auditing Committee

Composed of three members, the Auditing Committee shall meet and audit the books of the previous year before the summer Executive Board meeting.

Article VIII Amendments

 

This constitution may be amended by a two-thirds vote of the members present and voting at any regularly scheduled meeting provided the proposed amendment has been presented in printed form to the general membership at least two weeks prior.

Article IX
Parliamentary Authority

Roberts Rules of Order Newly Revised shall be the Parliamentary authority over all matters not covered by this constitution.
